NEET counselling process 2027: MCC, state quota, rounds and documents
The NEET counselling process runs on two tracks after the result. How do MCC counselling rounds work?
In recent years MCC has run three rounds and a stray vacancy round for All India Quota and central seats. Each round follows the same steps; the options you have after allotment change from round to round.

Round 1
Register, fill choices, get allotted
Register and pay the fee and deposit, fill and lock choices, and see the allotment result. Report to the allotted college within the window, or follow the round’s rules for upgrading.

Round 2
Upgrades and fresh allotments
Seats left by Round 1 candidates are offered again. Candidates can usually seek an upgrade; the rules on keeping or leaving a seat are stricter than in Round 1.

Final main round
Remaining seats are allotted. Rules on exiting and forfeiting the security deposit are strictest here — read them before you lock choices.

Seats still vacant after Round 3 are allotted. The MCC schedule states who may take part; candidates who joined a seat in earlier rounds are usually excluded.

How do you register for MCC counselling?
After the NEET UG result, MCC opens registration on mcc.nic.in. You sign up with your NEET roll number, fill in your details, and pay a non-refundable registration fee plus a refundable security deposit. The amounts depend on whether you are applying for government seats, deemed university seats or both, and on your category — see the table below.
How should you fill choices in NEET counselling?
Choice filling decides more than your rank does in the last few thousand places. Three rules help:
- List choices in your true order of preference. The allotment gives you the highest choice your rank reaches; it never skips down a list to find you something "better".
- Fill enough choices. A short list can leave you with nothing in a round even when your rank would have reached a seat further down.
- Use last year's allotment results for the same round. Compare your rank with the closing ranks MCC published, and note that ranks shift with each year's paper.
What happens after a seat is allotted?
You download the provisional allotment letter and report to the college with original documents within the reporting window. Depending on the round, you may be allowed to join and seek an upgrade, or you may have to take the seat as final. Not reporting, or leaving a seat outside the permitted window, can mean losing the security deposit and being barred from later rounds.
How much is the MCC counselling security deposit?
The security deposit is refundable under the conditions MCC sets; the registration fee is not.

Documents to keep ready for NEET counselling
Counselling authorities usually ask for originals plus self-attested copies at reporting. The exact list and certificate formats are in each notice — this is the common core.
- NEET UG admit card and scorecard (result)
- Class 10 certificate as proof of date of birth
- Class 10 and Class 12 marksheets and the Class 12 passing certificate
- A government photo ID such as Aadhaar, PAN or passport
- Passport-size photographs matching the ones used in the NEET application
- Category certificate (SC, ST, OBC-NCL or EWS) in the format the authority asks for, if applicable
- Disability certificate from an authorised disability assessment board, if applicable
- Domicile certificate for state quota counselling, if your state requires it

Each state runs its own counselling for its 85% state quota in government colleges and for seats in private colleges within the state. States set their own domicile rules, fees, reservation rules and schedules, and publish their own merit lists. Many states also fill private college management and NRI seats through the same process.
Can you take part in MCC and state counselling together?
Yes — most students register for both. Taking a seat in one track affects what you can do in the other, and the rules on holding, upgrading and leaving seats differ by round. Read both sets of rules before each round, especially if you are waiting for a better seat in one track.
What about BDS and AYUSH seats?
BDS seats are part of the same MCC and state counselling as MBBS, so you fill them as choices alongside MBBS. AYUSH courses such as BAMS and BHMS are filled through separate AYUSH counselling, with their own registration. If counselling ends without the seat you want, compare your score with the NEET cutoff trend before deciding on another attempt.
